What is the best OCR for Arabic legal documents?

In the arelion.dev benchmark of October 2026, Gemini 3.8 Flash got 1.9% of characters wrong on 10 real scans and photos, at a third of a cent a page, when pages may go to a cloud API. On your own server, Surya made the fewest errors of the free engines on real pages (3.9%). On a Mac, Apple's Live Text API got 5.0% wrong, and the pages never leave the machine.

Should I copy the text out of an Arabic PDF or run OCR on it?

On the two UAE law PDFs tested, OCR of the rendered page beat every text extractor. The best extractor, pdfplumber with its right-to-left option, still got 7.6% of the characters wrong on the Dubai law and missed a quarter of its words.
